Thompson Gray: Experts in Acquisition

By: David Salinas, Senior Acquisition Analyst at Thompson Gray, Inc.

As a senior acquisition analyst working for Thompson Gray, I am attuned to the mission requirements of our Government customers. Acquisition Analysts at Thompson Gray are subject matter experts in all phases of the acquisition cycle from identification, development and execution of the contracts requirement package (CRP) to assistance in the evaluation of contractor proposals and negotiation and post contract award monitoring of the performance of the contractor. We serve present customers such as PEO Aviation, PEO Missiles and Space, PEO STRI, TACOM, TMDE, AMRDEC, Army Acquisition Corps – Redstone, Defense Contract Logistics Agency as well as our customer Foreign Military Sales (FMS) procurements.

With an in depth understanding and vast experience working with complex and innovative customer requirements acquisition Thompson Gray has demonstrated experience and has personnel who continually provide specific program knowledge and background to assist our customers in strategic decision making. I currently support the Fixed Wing Project Office’s (FWPO) most vital and critical programs including the Contract Logistics Support (CLS) for both Transport and Special Electronic Mission Aircraft (SEMA). These contracts comprise of all current platforms in the FWPO fleet. Additionally, we support the Saturn Arch program, another FWPO critical mission. We are presently providing contractual and business/finance support on the future FWPO competitive acquisition for the SEMA CLS as integral members of the Integrated Process Team for completing the Contracts Requirement Package (CRP). We will also mirror that support for the upcoming Transport CLS acquisition in 2025 by providing our subject matter experts to assist in formulating strategies in completing an acceptable CRP. If needed, we have the personnel to support as formal evaluators/members of the SSEB. Our team members have had experience in serving on SSEBs as Contract, Cost/Price evaluators, and Management and capabilities team members.

Our team members are well versed in assisting our customers in providing support of the analytical tools in acquisition such as:

  • Paperless Contract Files (PCF) Cabinet Creation and Execution
  • Service Now
  • Sharepoint
  • TopVue for CDRL monitoring
  • Procurement Integrated Enterprise Environment (PIEE)
  • Special Operational Equipment (SOE) for ordering equipment from DLA
  • System Award Management (SAM)

We work in integrating the CRP by tailoring it to the requirements of FAR/DFARS and local policies and regulations. Documents drafted and staffed for compliance include:

  • Marketing Research FAR Part 10
  • Commercial Item Determination FAR Part 12
  • Contract Negotiations FAR Part 15
  • Evaluation of Cost and Pricing Data
  • Technical Evaluation Support
  • Source Selection Evaluation Board support
  • Acquisition Plan
  • Acquisition Strategy
  • Performance Work Statements and Scope of Work documents
  • Contract Data Requirements Lists, Document Summary List
  • Security requirements documents
  • Service Contract Act
  • Justification and Authority (J&A) for sole source contracting
  • Uniform Contract Format (Section A through M)
  • Use of mandatory contract clauses and special clauses in Section H
  • Accounting and Funding documents (APA, OMA, Working Capital, FMS)

In summary, we possess the qualifications and expertise that are needed and relied upon by our customers to produce well executed acquisition documents that are responsive to the mission needs of our customer and end user of our products and services.
